It comes soon after a Jewish student was stabbed by a Palestinian earlier on Thursday in Jerusalem. There have been at least eight such knife attacks in the last week. The President of the Palestinian Authority addressed the spate of violence by urging Israel to keep away from holy sites such as al-Aqsa mosque and urging Palestinians to refrain from violence, saying, “We won’t act like them, we will not use violence or force, we are peaceful, we believe in peace, in peaceful popular resistance.” He also said that he wants to avoid armed confrontation with Israel. In a bid to quell tensions, Israeli Prime Minister Benjamin Netanyahu banned ministers from visiting al-Aqsa, while asking Facebook and Youtube to remove videos it says are encouraging Palestinian attacks.   Less

The president of the Nobel prize Committee announced the group had been awarded the 96th Nobel Peace prize for “its decisive contribution to the building of a pluralistic democracy in Tunisia in the wake of the Jasmine Revolution of 2011.” Some 273 candidates were in the running for this year’s prize, 68 of which were organisations. The number of nominees was the second-highest in Nobel Peace Prize history. The record, 278, was set in 2014. The winner may have come as a surprise to some, who were touting Pope Francis and a line-up of anti-nuclear campaigners among the favourites to win the 972,000-dollar prize. The Quartet comprises four key organizations in Tunisian civil society: the Tunisian General Labour Union (UGTT), the Tunisian Confederation of Industry, Trade and Handicrafts (UTICA), the Tunisian Human Rights League (LTDH), and the Tunisian Order of Lawyers.   Less

Tunisia’s National Dialogue Quartet won for showing an example of peaceful transition in a region otherwise struggling with violence and upheaval. “It was thus instrumental in enabling Tunisia, in the space of a few years, to establish a constitutional system of government guaranteeing fundamental rights,” said Kaci Kullmann Five, Chair of Nobel Committee The Nobel Peace Prize, worth about 860,000 euros, will be presented in December. Many Tunisians were delighted to hear the news. “It’s something of great pride for all Tunisians, and as a Tunisisan I’m proud as well, I’m very proud. A ceasefire between Colombia and rebels from the Revolutionary Armed Forces of Colombia – or FARC – could be called on January 1, 2016. Juan Manuel Santos, the president of the South American country, said the deal was dependent on the fifth and final agenda point at peace talks being completed. A final peace agreement would have to be ratified by Colombian voters. Both the government and the FARC recently agreed on a March 23, 2016, deadline for an accord, although Santos said he was confident one could be reached earlier, adding: “If we make that effort to advance, just as we’ve been advancing towards the end of the conflict, and we have the mindset, which at least totally does exist for the government, and the instructions for the negotiators are as they are, we can proceed in that direction.” Negotiations to end 51 years of conflict began in Havana in late 2012. The move was decided after two days of talks at a Saudi hosted opposition conference. The final hours of the meeting, which excluded Islamic State and Nusra Front fighters, were overshadowed by a protest by another powerful insurgent group, Ahrar al-Sham. But the talks chairman played down their demonstration and stressed the importance of the first such meeting in two years aimed at ending the bloody civil war. The gathering will discuss moving into a transitional period. A statement released at the end of the conference also emphasised that Syrian President Bashar al-Assad must leave power. The Riyadh meeting called on the United Nations to pressure the Syrian government to make a series of confidence-building moves before peace talks start, including suspending death sentences against opponents, releasing prisoners and lifting sieges.   Less

Caught up in the fighting are the local residents. “As you can see, there are lots of damaged homes around us and their residents have fled,” said one man. “Some have fled to the countryside, some have fled the country all together, and some have fled to other cities. This neighbourhood has become a ghost town. There is no one that can provide relief or record the damage or record anything.” The latest talks come after several broken ceasefires and failed attempts to end the conflict. Four years after the fall of Muammar Gaddafi, Libya had split with two rival governments – a self-declared one in Tripoli and an internationally recognised one in the east. After more than a year of intense negotiations, the UN has proposed a unity government along with a ceasefire that will open the way for international aid and training to rebuild the shattered state. Martin Kobler, the UN Special Envoy for Libya, said: “From today, the agreement puts in place a single set of legitimate institutions, essential building blocks towards a peaceful, secure and prosperous Libya. Your presence here today shows your commitment to a restarted Libyan, democratic transition.” The accord flew in the face of resistance from hardliners on both sides with critics questioning how armed factions on the ground will react to the new accord. “It is in the nature of this agreement that nobody is entirely happy,” added Kobler. “We have 75% of people who are happy with it. But I think it’s a good start.” Representatives from both parliaments, local councils and political parties were in the Moroccan coastal resort of Skhirat to sign the deal. The Syrian President and his wife have visited a church in Damascus, just two kilometres from an area held by rebels and not far from where mortars fell just hours earlier. This as the UN Security Council overcame past differences and approved the time-frame and conditions for international peace talks on Syria. But there is still no agreement on the future of the Syrian President, Bashar al-Assad, and who will represent the opposition at ceasefire negotiations. Sergei Lavrov, the Russian Foreign Minister, said: “I do not think that everyone who is there on the ground should be invited to participate in the talks. “Those who should be invited are only Syrians that represent the opposition – the armed opposition who are patriotic. But not those who are implicated in terrible actions perpetrated by ISIL or al-Nusra.” John Kerry, the US Secretary of State, said: “There are still some issues that we’re trying to work through, and one of them is the percentage of the Russian strikes that are actually going after the opposition, versus Daesh (ISIL). “And so, we’re trying to work on that. But if 80 percent are hitting opposition rather than hitting Daesh, it’s a challenge, and we’re trying to resolve that, so that we can cooperate.” After almost five years of conflict that has killed more than 250,000 people, diplomats says the peace talks are likely to start in mid to late January. Ismail Ould Cheikh Ahmed, the UN Special Envoy for Yemen, told reporters: “We have developed the general and strategic framework, which captures in fact the entire content of the agreement, that we are hoping to achieve between the parties. “In addition to that we have been able to develop a number of confidence building measures, that will ensure that this framework is coherent and is supported by a base, because unfortunately the trust between the two parties is almost I would say nil.” There are new calls for a ceasefire ahead of the second round of talks, however. A truce that was supposed to come into force last Monday has not been respected in some parts of the country. This as Yemeni troops loyal to President Abd-Rabbu Mansour Hadi gained control of the strategic northwestern province of Jawf.   Less

The Minsk peace accord on Ukraine has been extended into 2016. The Kremlin says it was agreed following a phone call between the leaders of Russia, Ukraine, France and Germany. The extension was widely expected. A ceasefire has been broadly holding in eastern Ukraine since September. But there have been sporadic clashes between pro-Russian separatists and Ukrainian government forces. And many of the agreement’s terms are far from being implemented. The original aspects of the Minsk deal were expected to be in force by the end of this year, with the aim of restoring Ukraine’s full control over its border with Russia. The Kremlin statement said that the four leaders had agreed on the need for full observance of a ceasefire and had also backed more active discussions by the Ukraine Contact Group, aimed at the rapid adoption of a law relating to regional elections in rebel-held areas.
