Mais à ce petit jeu, les Européens auraient vraisemblablement moins à perdre que les Russes.Les exportations européennes vers la Russie comptent en effet pour 1 % du PIB des 28, alors que les exportations de Moscou vers l’Union représentent 15% du PIB russe.L’institut de recherche Oxford Economics estime qu’une guerre économique entre les deux blocs se traduirait par une hausse des prix de l‘énergie en Europe : plus 15 % pour le gaz, plus 10% pour le pétrole. De quoi faire reculer le PIB de la zone euro de 1,5 % d’ici 2015.Côté russe, un embargo sur 80 % de ses ventes énergétiques ferait reculer son PIB de 10% d’ici fin 2015, et Oxford Economics table sur une chute du rouble accompagnée d’une flambée inflationniste.Reste que parmi les membres de l’Union européenne, certains sont davantage exposés. Carsten Brzeski, analyste pour la banque ING, cite l’exemple de l’Allemagne : ‘‘L’Allemagne dépend beaucoup du gaz russe importé via l’Ukraine. Il est là le lien. It is not clear when they would be imposed, but Angela Merkel has said that new sanctions would be brought in if there is no change in Ukraine – or if the situation deteriorates further. “The European Council said that it stands ready to take further significant steps in the light of the evolution of the situation on the ground,” Herman Van Rompuy, European Council President, told reporters in Brussels. “And it requests the Commission to urgently undertake preparatory work and present proposals for consideration within a week.” Also in Brussels, Ukrainian President Petro Poroshenko warned that the crisis in his country is almost at the stage of a full blown war. “I think we are very close to the point of no return,” he stressed. “The point of no return is full scale war, which already happened in the territory controlled by separatists and there – instead of separatists – there are regular Russian troops.” Moscow has denied there are any Russian troops on the ground in Ukraine.
