It was a five-four split decision, and it was greeted in Washington where a crowd gathered to hear the ruling with whoops of triumph and tears of joy. Due process and equal protection under the law were the guiding principles underlining the court’s decision, which means that none of the 50 states can go their own way and ban gay marriage any more. LaGRANGE — A LaGrange man who allegedly fired a gun at a Troup County Sheriff’s deputy early this morning was shot twice and injured when the deputy returned fire. Terry Caldwell, 60, allegedly fired two shots at deputy Stephen D’Angelo at a home in the 3200 block of Hamilton Road shortly after midnight. Caldwell was airlifted to Grady Memorial Hospital in Atlanta and was alert and talking this morning, according to Troup County Sheriff James Woodruff. The deputy was uninjured and placed on paid administrative leave pending the outcome of the GBI’s investigation, the sheriff said. “Right after midnight, we got a call that shots were fired in the area,” the sheriff said. “Once the deputy got there, he encountered the suspect sitting under his carport in a chair and (he) was ranting and raving about something. You can’t really tell what he was mad about, but during that brief encounter, he picks up a gun and shoots a couple of times toward our deputy. The deputy returns fire, striking him twice. He struck him in the elbow, which ended up going through into his torso, and he struck him in the leg.” The deputy fired a total of four shots, Woodruff said. The incident was captured on an in-car video system, Woodruff said. Audio of the event was also captured, but Woodruff said it is unclear as of yet when that audio recording begins. Woodruff said based on the initial investigation, he believed the deputy appears to have acted in self-defense. “As standard protocol, we’ve called in the GBI and they are conducting an investigation,” he said. “Anytime we have an officer-involved shooting, we want them (GBI) to come in as a unbiased third party to look at it and investigating that. … We have no reason to believe this is anything other than a justified shooting.” Caldwell faces charges of aggravated assault on a peace officer and possession of a firearm during the commission of a felony. The deputy was initially responding to the area after a 911 caller reported shots fired in the area. D’Angelo began working at the sheriff’s office in August 2014, according to Woodruff. The suspect, Caldwell, had no previous encounters with deputies at the residence where the shooting occurred, but deputies had been dispatched there in the past, Woodruff said.   Less

How does the human brain, a collection of nearly 100 billion densely packed nerve cells, allow us to think, feel, act and perceive the world? Scientists at Yale University’s Brain Function Lab are trying to better understand what happens in our brain during a conversation, using skullcaps connected to 64 cables. At the tip of half of those fiber optic cables, weak laser beams slip through the wearers’ skulls and penetrate about 2.5 cm into their brains. There, the beams bounce off, reflect back and are picked up by the other half of the cables. Scientists obtain detailed brain images with bright blotches of colour indicating where the action is taking place. It’s not a direct picture, like an X-ray, but rather a reconstruction. “We want to understand the neuro circuitry that is associated with interaction between individuals,” explains neuroscientist Joy Hirsch, director of the Yale Brain Function Lab. “It’s probably one of the most fundamental functions of the human species and yet we know very little about it. The new information here is that visual reports of, say, facial information are an intimate part of the language system as it is being used in an interactive situation like a dialogue.” Two researchers at the lab are offering a glimpse into their brains as they chat: two brains in conversation, carrying out an intricate dance of internal activity. As they talk, scientists are also identifying visual patterns. Altered patterns have revealed conditions like panic disorder and depression. It’s hoped the research will also help understand how autism affects individuals. “In the case of autism, the primary hallmark of the disorder, the one that is usually first noticed when parents and health professionals suspect that a child might have autism, is the fact that the child fails to engage with other individuals and yet we know very little about that neuro-circuitry that involves engagement with others,” says Joy Hirsch. At Princeton University, too, neuroscientist Uri Hasson is looking at how brains interact during conversation. Functional MRI scans detect brain activity by monitoring blood flow. When a brain region is active, it needs more blood to provide oxygen and nutrients. As a result, the active regions light up on a computer screen. The study also shows that the more listeners understand a story, the more their brain activity pattern follows the speaker’s. “We developed a new method in which I can really scan people while they are telling real-life stories, in the scanner, and then I can play the stories to a group of listeners,” explains Uri Hasson, associate professor of neuroscience and psychology at Princeton University. “And what we are asking you is whether the listener’s brain becomes similar to the speaker brain (while) doing natural, real-life communication. So the (more) similar the brain patterns, the better the communication and the understanding. So if you really get me now, your brain pattern becomes similar and coupled to my brain pattern.” The next goal is to move the technology out of the lab and into more natural settings. Making portable devices to replace huge MRI machines could open new possibilities for brain decoding, say the researchers, who imagine a world where composers could write music just by imagining it, or artists could simply think about a painting and let a computer do the rest   Less

Since the development of Fleetwood, from around 1830, a ferry has operated across the River Wyre to Knott End on Sea. The early ferries were powered by oar or sail. In 1892 an agreement with the Lancashire and Yorkshire Railway resulted in new jetties being constructed on both sides of the river and since that time the service has continued, first with steam powered vessels and more recently diesel launches. During the 1990s, despite numerous operators, passenger numbers decreased and it was reduced to a summer only service and then completely suspended in 2001. Following from this an agreement was reached between Lancashire County Council and Wyre Borough Council for a new ferry to be constructed that would provide a year round service.The ferry will be part of the Lancashire Coastal Cycle Path and integrated into the local bus and tram services, with facilities at Fleetwood being upgraded to allow it to operate over a greater tidal range. The operation and maintenance contract has been awarded to Wyre Marine Services to run the ferry service for the next 10 years. A design and supervision of construction contract was awarded to Salisbury based naval architect Ian Darley and the build contract to Mustang Marine, in Pembroke Dock, for the 'as yet' unnamed twin screw, fully enclosed, water jet powered displacement vessel. The name is being chosen by a competition involving local school children. The design brief was for a small highly manoeuvrable, robust, sea worthy but shallow draught craft providing good weather protection for both passengers and crew. The result is a fully enclosed steel ferry of 10.85m LOA with a maximum beam 4.5m and a full load draught 0.87m. It will operate at a speed of 7 knots and have an MCA Class V(C) passenger certificate for 35 persons. To maximise the effect of the waterjets, a single chine hull form with a shallow dead rise was chosen. This configuration allows safe operation over and around the sand banks at the river entrance. The keel plate is 10mm, bottom plating is 8mm, side plating, bulkheads and decks are 5mm. The water jets are beneath an overhanging counter for protection which is important when turning in the confines of the Fleetwood terminus. Two strakes of heavy rubber 'D' fender protect the hull. Although not mandatory for a vessel of this class, the hull is subdivided into five watertight compartments to ensure the ferry complies with the one compartment damage survivability regulations. Paint coatings both internally and externally are applied, generally by airless spray, in accordance with a specification prepared especially for the vessel by Jotun Paints. Cathodic protection is by stud fixed zinc anodes from M G Duff International with particular care being taken to protect the aluminium alloy water jets and to ensure that they are totally isolated from the steel hull. The full width deck house is constructed in 5mm plate and has large Houdini Marine double glazed, clamp in pattern aluminium alloy framed windows throughout. Bulwark cappings, guard rails, mooring posts, mast and other external fittings are all stainless steel for ease of maintenance. The weathertight counterbalanced sliding boarding door and steel watertight engine compartment door is from Point Engineering. Seatite aluminium alloy flush hatches provide access to the peaks and other lower deck compartments. Boarding is on the port side only from an amidships boarding deck. The wheelhouse is offset to port, accessible from the main cabin and giving the helmsman an excellent view of passenger movements. Berthing arrangements at both jetties are such that the ferry can easily be operated by a crew of two. To cater for the large rise and fall of tide and the boarding platforms at Fleetwood, a hinged stainless steel telescopic ramp is installed. Operated by electric winches and hydraulic rams, it gives the ferry a safe boarding range from sea level to 1.5m above. Both the ramp and boarding door have a clear width of 1m to allow comfortable access for wheelchairs, baby buggies and bicycles. A comprehensive and high quality fitout was the prime requirement of the owners. The operating contract is for 10 years and with this in mind the machinery and water jet package supplied by Volvo Penta includes a maintenance contract of the same duration. Main engines comprise a pair of model D5AT turbocharged marine diesels each developing 95kW (129bhp) at 2,300rpm and fitted with a ZF model ZF220PL reverse reduction gearbox with a reduction ratio of 1:1 and powering a Kamewa model FF270 270mm diameter single stage axial flow water jet. Because of the shallow water operations the engines are cooled using Duramax keel coolers, supplied by European Marine & Machinery Agencies (EMMA), recessed into the side plating port and starboard. Kobelt engine controls, also provided by EMMA, are of push pull type and the steering gear is hand hydraulic from Kamewa. The engine compartment is amidships and is well insulated to A30 standards using mineral wool, providing both fire protection and sound reduction. Noise reduction is further enhanced by twin Isophon stainless steel silencers on each dry engine exhaust. The water jets are in a water tight space to the rear of the engine compartment and are coupled to the engines with 40mm diameter rigid stainless steel shafts and Aquadrive units supported on roller bearings. For maintenance of the jets while afloat, access traps are fitted in the bottom of the aft peak. In the bow thruster compartment, forward of the engine compartment, is a 250mm diameter, 9.5kW hydraulic bow thruster from Vetus Den Ouden who also supplied the hydraulic anchor windlass, starboard main engine mounted pump, reservoir and controls for all hydraulic equipment. Other machinery includes a Cleghorn Waring model CM50FE bronze centrifugal pump belt driven through an electro magnetic clutch from the port main engine for jetty wash down and fire duties. Cabin heating is provided by an Eberspacher model D8LC diesel fired hot air heater mounted in the bow thruster compartment and engine compartment ventilation is provided by two 315mm diameter centrifugal fans from Elta Fans. Passenger spaces are fully insulated using mineral wool, linings are Grenamat non-combustible boards supplied by Duncan Reeds Limited, the aluminium suspended ceiling system is from Dampa and the studded rubber sole covering from Acorn Rubber. Extensive use has been made of stainless steel for grab rails, seat frames and other fittings within the cabin to give passenger friendly, easily cleaned surfaces. There is seating for all passengers on melamine faced seating around the perimeter of the cabin. Also provided are wheelchair restraining plates and bicycle support frames. Lighting of the cabin and other spaces, a 250W searchlight, 500W boarding lights and navigation lamps are by Sondia Lighting. The primary electrical supply is 24V DC from two banks of sealed pattern batteries in the engine compartment. A 220/1/50 AC shore supply system includes a switch mode, 25 amp charger. Three Hepworth/Wynn straight line wipers are installed on the wheelhouse. The horn is Marco and the electronic outfit, including compass, echo sounder, log, radar and VHF are from Raymarine. By putting this versatile ferry into operation both Lancashire and Wyre councils are hoping that many more passengers, including shoppers, tourists and commuters, will be attracted to the much improved service.   Less

Albuquerque, NM - A man who tried to carjack a couple at a Northeast Albuquerque church as services were letting out last Wednesday night was arrested, police said. The incident started on Interstate 40, when the male suspect who was in a stolen car had a blowout, according to information sent out by APD spokesman Daren DeAguero. An officer was driving in the area when the man ran across eastbound I-40 and continued south on San Mateo. A description and location were relayed and police saturated the area. The man ran into the parking lot at the Church of Christ near Indian School and San Mateo as services were letting out and attempted to stop one vehicle but the occupant drove off, DeAguero said. He then tried to stop another vehicle “and carjack a couple at knife point,” the spokesman said. “Officers and detectives were quick to arrive on scene and the male was taken into custody,” DeAguero said. No injuries were reported, although an elderly victim was shaken up and rescue was called for precautionary reasons. The suspect was being interviewed by detectives, DeAguero said in the media release sent out just after 9 p.m.   Less

Four US Marines have been shot dead at a Navy Reserve Centre in Chattanooga, Tennessee. Local media citing law enforcement officials have identified the suspect as Muhammad Youssef Abdulazeez. The gunman is also believed to have been responsible for a separate shooting at a Navy recruitment office ten kilometres away. Police sources say the suspect was shot dead a couple of hours after he opened fire. Bill Killian, US Attorney for the eastern district of Tennessee, urged the media not to “put a label” on the nature of the crime. “The FBI and the other agencies are gonna investigate this case thoroughly. They will determine – after the facts are determined – whether it’s an act of terrorism at all, whether it’s a crime and what the nature of that crime is, or whether it’s a combination of those,” he told the press. San Francisco, CA - Police released a video late Saturday night of the suspect who set fire to the LGBT mural at the outside digital mural space on Bryant at 24th Street that is curated by the Galería de la Raza. The incident took place on June 29th at 11:10 p.m. and was the fourth time the mural – a digital triptych showing gay men and women on one side with a transgender person in the middle – had been vandalized. The video shows a slender man dressed in a black sweatshirt, black pants, white tennis shows and white gloves with a black cloth covering the lower half of his face. He throws some liquid at the mural, strikes a match and then runs away as the liquid explodes into fire. A couple of by-passers calmly walk by. It’s unclear if police have interviewed the pedestrians. The suspect is 6’ft”, 190 lbs.and “was last seen running southbound on Bryant towards 25th Street.” Police ask anyone with information to call he Anonymous Tip Line at (415) 575-4444, or “Text-a-Tip” at TIP411 including “SFPD” at the beginning of the message.
