The Belgian prime minister has suggested Europe needs a central intelligence agency to reinforce and coordinate its anti-terrorist operations. Charles Michel says the search for the Paris attack suspects has highlighted the failure of European secret services to share information. It comes amid reports that Brussels-based Salah Abdeslam may have left the country for Syria. Speaking to French radio station RTL, Michel said: “We need, and it is my personal belief, to put in place as soon as possible a European intelligence agency.” (Radio host: A European CIA?) Michel: “A European CIA (Central Intelligence Agency), these are my words. It is a necessity, I believe. And I think that because of this Schengen zone, there are two important correlations: better external borders to the European Union, this is not the case today and it is a real issue. And second, to better share, to share more data on the people circulating within the (Schengen) zone.” Police say the total number of attackers may have been 10 or higher. Investigations are now centered on Salah Abdeslam, who police believe might have been an assailant in the attacks which killed 130 people. But Michel admits the idea does not have widespread support even though last Friday the European Home Affairs Commissioner Dimitris Avramopoulos also called for a pan-European spy agency. France’s Interior Minister Bernard Cazeneuve is said to be “very hesitant about the proposition”. Germany too has not hidden its scepticism about a European CIA. “We shouldn’t waste our energy on a European intelligence agency,” German Interior Minister Thomas de Maiziere said on Friday, but instead “concentrate on improving the exchange of information through existing institutions.”   Less

Michel Temer became Brazil’s Vice President in 2011. Quietly known by political allies and enemies alike as “The Butler” because of his manners and dress, he has been in the shadow of President Dilma Rousseff. Temer was born in Sao Paulo state, the son of Lebanese immigrants. Now 75, he is married to his second wife Marcela, a former beauty pageant contestant 43 years his junior. Cutting support for Rousseff’s government As vice president, Temer has mostly been relegated to rallying support in Congress and ensuring his party’s support for Rousseff’s agenda. His party is the fractious Brazilian Democratic Movement Party – or PMDB – and it holds more Congressional seats than any other. With her popularity plummeting, Temer put his relationship with Rousseff on ice in December. In a personal letter, he complained about being sidelined and taken for granted. His party withdrew its support for the government. “From today, following this historic meeting for the PMDB, the PMDB withdraws its support for the government of Dilma Rousseff,” said Romero Juca, First Vice-President of PMDB, announcing the move. ‘Attempted coup’ Rousseff has accused Temer of orchestrating a conspiracy to topple her after an audio message sent by him to his supporters called for a government of national unity, to overcome Brazil’s political crisis. Temer said the release was unintentional, but added that he supports multi-party talks to pull the nation ahead. “I will be prepared because dialogue is precisely what underscores my activity. It is not that I am able to resolve problems by myself, but I know that through the power of dialogue, collectively, with all the parties and with several sectors of society, we will get the country out of this crisis,” said Temer. Rousseff has not mentioned Temer by name, but has cited the audio message as evidence of what she’s called an attempted “coup.” “Yesterday it was clear that there are two leaders of the coup that are acting together and in a premeditated way,” said Rousseff. What next? Temer would serve out Rousseff’s term until 2018, if she is ousted. But he has little popular support and would face a daunting task of restoring confidence in a country where dozens of political leaders are under investigation for corruption. A supreme court judge has also ruled that Temer must face impeachment proceedings too. His fate is being put in the spotlight because he is being accused of the same charges as Rousseff.   Less

He is set to assume power during this next stage of the impeachment process and could be president until the end of the current mandate in December 2018. He is almost unknown to Brazilians and more unpopular than Dilma Rousseff. He has been preparing to succeed to high office for a long time and has waited with patience. “I want to say that I will quietly and respectfully await the Senate’s decision. It is the Senate which has the last word on this issue, so it would be inappropriate for me to say anything before the Senate has signed its solution,” he told reporters. Top of his in tray is to cut the number of ministries to 22 from 32 according to a close adviser. The smaller cabinet promised by Temer is seen as a cost cutting exercise and a determination to put the public accounts of Latin America’s largest economy in order. It is going through the worst recession in three decades. There has been a drop in prices for Brazilian commodities such as oil, iron ore and soya. GDP is forecast to shrink by 3.9 percent this year. Inflation reached 10.7 percent at the end of last year, a 12 year high. Interest rates are at 14.25 percent and the deficit reached 10.4 percent in 2015. The country’s debt is out of control. Unemployment in Brazil increased to nine percent in 2015 with predictions it will rise further. Companies are shedding in the region of 100,000 jobs a month. Aides say Temer will act quickly on the economy proposing changes to the costly pension system and complex tax system while seeking the privatisation of state-run companies. “The economic situation in Brazil has many factors and the expectation is that the recession will continue for some time yet, a few more years. No measure can resolve the problem immediately, whoever is in government,” opined Michael Freitas Mohallen, Law Professor at the Getulio Vargas Foundation. Another ingredient in this explosive cocktail are a series of corruption scandals including allegations that Brazil’s biggest construction firms overcharged state-oil company Petrobras for building contracts. Company executives and politicians were allegedly involved. Brazil will once again be exposed to the world’s gaze during the forthcoming Olympic Games. The long months of political upheaval have hampered the start of the advertising campaign to attract visitors to the summer spectacle and it’s feared the country’s image has already been hampered.   Less
