It was a massive oil spill in 2011 off the Nigerian coast. Now after assessing environmental damage from the disaster at Shell’s offshore Bonga field, the country’s National Assembly wants to fine the energy giant $3.96 billion – that is just over 3 billion euros. The non-binding decision by a parliamentary committee has been hailed as historic by those affected by the spill. “I think today we made history because after three years waiting for a solution, after countless meetings in the National Assembly with the eight agencies involved, going to the affected areas, looking at the devastation, filming it, seeing the suffering, today, judgement was given,” said community representative Tee Mac Omatseye. Investigators believe that 40,000 barrels were spilled, saying the disaster hurt local people who rely on fishing for their livelihoods as the slick covered some 950 square km. Shell has said there is no legal basis for the proposed fine and that it has taken responsibility and cleaned the area. Less

Former Egyptian president Hosni Mubarak is to face a second and final retrial over the killing of protesters during the 2011 uprising which forced him from power. A Cairo judge has accepted the public prosecution’s appeal against an earlier court ruling that dropped the case against Mubarak. The 87-year-old, who ruled Egypt with an iron first for three decades, has already spent at least three years behind bars for other cases. The retrial will be based on charges against him of conspiring to kill protesters during the uprising, which was centred around Cairo’s Tahrir Square. The new proceedings are due to start in early November. Last month, Mubarak and his two sons were given jail sentences in the retrial of a corruption case. Less

Sudanese President Omar al-Bashir has ordered the opening of his country’s borders with South Sudan for the first time since the south seceded in 2011, according to state news agency SUNA. Bashir “issued a decree today ordering the opening of borders with the state of South Sudan,” SUNA reported on Wednesday. It come days after the South Sudan’s President Salva K iir announced a normalisation of relations with Sudan, although long running disputes remain unresolved. South Sudan gained independence as the outcome of a 2005 agreement that ended a 22-year civil war. Both countries have accused the other of backing armed rebellions against the other’s government. Poverty has worsened in South Sudan since the referendum that brought independence – largely due to a brutal civil war between government and opposition forces. Chicago, IL - The Chicago Police Department released video Friday night of a May 2011 incident, where the arrest of a woman following an armed robbery spree has been found "concerning" by Superintendent Eddie Johnson. In the video from the 22 minute dashcam footage released by the CPD, edited for time by the Sun-Times, an officer gets out of a squad car with his gun drawn and moves toward a vehicle involved in a robbery in the the 5600 block of West Irving Park Road. Tiffani Jacobs gets out of the car with her hands up and the officer pulls her to the ground after grabbing the back of her jacket and head. Several officers are then seen helping arrest Jacobs. The video does not show an encounter between the officer and the vehicle at a gas station prior to the footage, but police reports state the officer stepped out of his squad car after a chase and Jacobs accelerated towards him. The officer then shot her in the chest and side. Jacobs stopped on a street adjacent to the gas station, where the footage above was taken. Read more here Less

In Egypt, the fourth anniversary of the uprising that toppled Hosni Mubarak turned violent on Sunday. Several people were killed and dozens arrested. Numerous protesters died when clashes broke out with security forces in Cairo. Activists were mourning the death of a female protester on Saturday, killed during a remembrance for those who died during the revolt. Elsewhere in the city, two policemen were injured in a bomb attack at a police station. Others protesters were killed in Alexandria, Egypt’s second largest city, where a city tram was firebombed. The current government has adopted a zero tolerance for street protests. A law adopted in 2013 banned them without prior permission. Police have sealed off Cairo’s Tahrir Square and tightened security elsewhere. Less
