The carrier is based on the same Soviet era template as the Liaoning currently in service, and is being built in the same Dalian shipyard as its predecessor. The Liaoning was a development of the Admiral Kuznetsov Class carrier Varyag purchased from the Ukraine in 1998 and totally refitted in the Dalian Shipyards. The Liaoning was commissioned on September 25th, 2012 after extensive sea trials and has been in service with the PLAN in the role of a training platform by which the Chinese Navy aims to learn and perfect the complex process of aircraft carrier operations. Known as Carrier 16, the Liaoning is a conventional aircraft carrier that utilizes a skip ramp to launch aircraft. This design limits the size and weight of the aircraft that can be employed, a major limitation overcome by the steam catapults of larger aircraft carriers and the new electro-magnetic catapults in use on the new USS Gerald Ford Class now entering sea trials. The relatively small size of the Liaoning further limits the number of aircraft that can be carried, serviced and stowed onboard. A total of 24 J-15 fighters, 6 Z-18 anti-submarine warfare helicopters, 4 Ka-31 early warning helicopters, and 2 Harbin Z-9 rescue helicopters are carried. The J-15 fighter is the naval version of the J-11B which is based on the Russian Su-33, and can only be launched via the skip ramp with a reduced weapons payload of approximately 2,000 lbs. with a maximum fuel load. Thus, the J-15 can only be utilized from the Liaoning with either a reduced range or reduced weapons payload. The aircraft is limited in both interceptor and strike roles due to the inherent limitations of the skip jump design. Chinese naval planners are already hard at work to rectify the shortcomings of the Liaoning in the follow-on vessels, Carrier 17 which is being constructed, and Carrier 18 which is already in the planning stages. Carrier 17 is being designed with greater underdeck hangar space, possibly denoting a higher compliment of aircraft, and it is surmised that Carrier 18 will be equipped with steam catapults to overcome the limitations inherent in the skip jump design. Military analysts speculate that the PLAN will build and operate at least three aircraft carriers. This will allow for one vessel to be in operational service, one engaged in training operations and one undergoing maintenance at any given time. China has wisely utilized the Liaoning as a training platform by which to learn and perfect its aircraft carrier operations and to learn what is most desirable in any future aircraft carrier design, as it is becoming obvious that the first three vessels are just the beginning of a more ambitious program. The largest unknown concerning the PLAN’s current aircraft carrier program is how they intend to use these costly and complex vessels operationally. The vessels lack a large and powerful strike aircraft component and have a limited range due to their conventional propulsion. Consequently, the carriers would have to remain within the range of land-based ASW and early warning and surveillance aircraft such as the Tu-154 and Y-8 AWACS, because they lack their own fixed-wing ASW and EWACS assets, and would require underway replenishment from a fleet based supply vessel and fuel replenishment ship. It would appear that the new Type 901 fleet supply vessel currently under construction in southern Guangdong province is meant to service the fledgling carrier battle group. Details are sketchy, but the two vessels planned are estimated to be between 40,000 and 45,000 tons displacement, twice the displacement of the Type 903A fleet tankers currently undergoing sea trials. Possible future strategic uses of a PLAN Carrier Battle Group include deployment in the South China Sea to effectively increase Chinese Area Control/Access Denial capabilities. Potential regional adversaries such as Taiwan, Vietnam and the Philippines would have to alter their strategic calculus to account for the added threat of a Chinese Carrier Battle Group in the region when considering any future warfare scenarios. The armed forces of Taiwan have taken notice of the threat and conducted war games recently that involved the addition of a PLAN CBG in a hypothetical invasion of the island nation. It is most likely that the first three aircraft carriers are just a developmental stepping stone to a much more flexible, capable and powerful class of aircraft carrier. If it is one thing that the PLAN has shown in recent decades, it is committed and capable of developing and fielding modern, complex warships and weapons systems in its quest to stand on a level playing field with any potential adversary, chief amongst them the United States. Pyongyang, February 7nThe DPRK National Aerospace Development Administration on Sunday issued a report on the successful launch of earth observation satellite Kwangmyongsong-4.n The report said:n Scientists and technicians of the DPRK National Aerospace Development Administration succeeded in putting the newly developed earth observation satellite Kwangmyongsong-4 into its orbit according to the 2016 plan of the 5-year program for national aerospace development.n Carrier rocket Kwangmyongsong blasted off from the Sohae Space Center in Cholsan County, North Phyongan Province at 09:00 on February 7, Juche 105(2016). The satellite entered its preset orbit at 09:09:46, 9 minutes and 46 seconds after the lift-off.n The satellite is going round the polar orbit at 494.6 km perigee altitude and 500 km apogee altitude at the angle of inclination of 97.4 degrees. Target Missile Intercepted Over the Pacific Ocean During Missile Defense Exercise.rnrnThe Missile Defense Agency, U.S. Air Force 30th Space Wing, the Joint Functional Component Command, Integrated Missile Defense, U.S. Northern Command and the U.S. Navy completed an integrated exercise of the Ground-based Midcourse Defense (GMD) element of the nation's Ballistic Missile Defense System (BMDS). During the test today, a long-range ground-based interceptor launched from Vandenberg Air Force Base, California, intercepted an intermediate-range ballistic missile target launched from the U.S. Army's Reagan Test Site on Kwajalein Atoll in the Republic of the Marshall Islands.rnrnThe test, designated Flight Test Ground-Based Interceptor-06b (FTG-06b), will provide the data necessary to assess the performance of numerous BMDS elements for homeland defense.rnrnNavy Vice Adm. James D. Syring, Missile Defense Agency director, said, "I am very proud of the government and industry team conducting the test today. Their professionalism and dedication made this test a success."rnrnHe added, "This is a very important step in our continuing efforts to improve and increase the reliability of our homeland ballistic missile defense system. We'll continue efforts to ensure our deployed Ground-based Interceptors and our overall homeland defensive architecture continue to provide the warfighter an effective and dependable system to defend the country."rnrnFor this exercise, a threat-representative, intermediate-range ballistic missile target was launched from the Reagan Test Site. The U.S. Navy destroyer USS Hopper (DDG 70), with its Aegis Weapon System, detected and tracked the target using its onboard AN/SPY-1 radar, which provided data to the GMD fire control system via the Command, Control, Battle Management and Communication (C2BMC) system. The Sea-Based X-Band radar also tracked the target, and relayed information to the GMD fire control system to assist in the target engagement and collect test data.rnrnAbout six minutes after target launch, the Ground-Based Interceptor was launched from Vandenberg Air Force Base. A three-stage booster rocket system propelled the interceptor's Capability Enhancement II Exoatmospheric Kill Vehicle (CE II EKV) into the target missile's projected trajectory in space. The kill vehicle maneuvered to the target, performed discrimination, and intercepted the threat warhead with "hit to kill" technology, using only the force of the direct collision between the interceptor and the target to destroy the target warhead. This was the first intercept using the second-generation EKV.rnrnAn operational crew of U.S. Army soldiers from the 100th Missile Defense Brigade, located at Schriever Air Force Base, Colorado, remotely launched the interceptor.rnrnInitial indications are that all components performed as designed. Program officials will spend the next several months conducting an extensive assessment and evaluation of system performance based upon telemetry and other data obtained during the test.rnrnThe test was the 65th successful hit-to-kill intercept of 81 attempts since 2001 for the Ballistic Missile Defense System. The GMD element of the system has completed four intercepts using the operationally configured interceptor since 2006. Operational Ground-Based Interceptors are currently deployed at Fort Greely, Alaska, and Vandenberg Air Force Base, protecting the nation, our friends, and allies against a limited long-range ballistic missile attack. But industry experts tell For the Record that the current model will never work as it is simply a government program consumed by layers of bureaucracy and cost over-runs.nn"Well, the problem isn't the doctors; the problem is the system where we expect a third party to pay all of our bills and your doctor has to spend twice as much time to see more patients just to pay the overhead,” said Devon Herrick, a senior fellow at the National Center for Policy Analysis.nn"On average for most physician practices, between 70% to 50% of their revenue goes to pay the office clerks, the rent on the large building with the waiting room, the file space, you know, all the overhead because third party payment is really a very inefficient system.”nnWilliam Short, the CEO of the medical billing and processing company Ameriflex, said that the current system forces doctors to turn their practices into a volume game where they are forced to race from patient to patient simply to pay the bills.nn"That Primary Care Physician is dealing with the working capital/account receivable death spiral, and where the only way they’re going to have a chance of making their payroll, making the bills that are due, is by seeing as many people as possible,” said Short.nn"The reason they have to churn through it has been when they see a patient today and that by the time they pay someone to file a claim, and by the time that claim is repriced by the government or some other third-party payer, it’s 30, 60, maybe 90 days before they get paid. The thinner, the better. This isn’t a fashion show catwalk, but the TV stands at the Consumer Electronics Fair in Los Angeles. Beyond size, 2016 is also going to be all about Ultra HD and 4K. And for giant Samsung, TV is much more than a simple screen: it’s an entire ecosystem. “Also exciting to Smart TV for 2016 is what we call SmartThings and the Internet of Things. What this means is that your TV has the ability to connect to and be part of an entire ecosystem of connected components and devices. Our SUHDTVs this year include the hub, or the brain of the SmartThings connected environment. All of our smart TVs for this year will in fact be able to be a thing or a device in the Samsung SmartThings home,” said Jason Baruch, National Products Trainer at Samsung America. China-based Internet conglomerate LeTV is the creator and pioneer of the popular ecosystem business model which includes a vertically-integrated online environment. At CES it unveiled what it’s calling the world’s thinnest TV. “The Max 65 Blade – our super-slim 3.9 mm thick TV – we just announced that yesterday. It comes with a modular sound bar that houses the brains of the TV so it makes for future proofing the TV. You can upgrade your ports, your OS, your processor, your RAM just by swapping out the sound bar and docking it to the TV. That helps also keep the panel super thin. 3.9 mm is about as thin as you can really get right now,” said LeTV spokesman Will Park. Undeterred by the fact that there are actually very few 4K movies available, South Korean giant LG went ahead and showed off its new 8K Super Ultra-High Definition TV set. “We’ve added perfect HDR, high dynamic range. That’s going to give you a picture so realistic you’re going to feel like you’re there. Everything you’re watching will be like you’re looking out the window. Nature brought into your home,” said LG Electronics’ National Product Manager Martin Valdez. But for 4K to be taken up, content is needed. Internet-based Netflix is intent on meeting that demand and announced it would be bringing its services to more than 130 new countries around the world, up from 60. “We’re excited to bring Netflix to many, many different devices. The risk is that a lot it is ahead of standards and you need standards to actually sell things because that gives consumers the confidence to buy,” said analyst Paul Gray. As far as TVs are concerned, it seems there was something for everyone at this year’s Consumer Electronics Show, from the world’s largest TV to the transparent screen or the flourish of weird and wonderful curved screens.
