It is parked on the curb side of Meyer Lane, looking North. This is the same location that police officers park for traffic enforcement. This shows what the police officer can see when enforcing stop sign violations for West bound Ripley Avenue @ Meyer Lane. If you listen you can hear the beep of a horn, indicating that the GEM car is at a complete stop at the limit line. It then shows the vehicle excellerate from the stop sign and achieves 11 mph while coming into view. This information was passed on to the City Mayor, City Manager, Chief of Police, and City councilman Aust. To date nothing has been done to correct this. In the passed 24 months this intersection has had Zero accidents, but has managed to receive 488 citations. The intersection of Artesia Blvd & Inglewood Ave. has had 20 traffic collisions and received 198 citations. This information was presented in another form to City of Redondo Beach Prosecution Assistant Anastasia Papadakis that we might be violating the public's rights by issuing citation's that the officer can't see occur. Under CAL.PEN.CODE Section code 836 (a) sub (1) The officer has probable cause to believe that the person being arrested has committed a public offence in the officers presence.
