SINGAPORE: Prime Minister Lee Hsien Loong has acknowledged that the government could have done better in presenting the Population White Paper to the public. Together with the Land Use Plan, the White Paper forms a roadmap, charting the country's future policies amid an aging and shrinking population. Mr Lee was speaking to reporters after visiting staff at Tan Tock Seng Hospital on Sunday morning. This year, the Prime Minister paid tribute to hospital staff in his traditional visit to essential services facilities, during the first day of the Lunar New Year. The last time Mr Lee visited a hospital during Lunar New Year was some seven years ago at KK Women's and Children's Hospital. Mr Lee said it's important to show appreciation to this group of workers who have worked hard and are under a lot of pressure to take care of patients. His visit to Tan Tock Seng Hospital comes days after Parliament ended a week-long debate on the Population White Paper which was endorsed, after amendments. Communication, Mr Lee said, could have been better. He said: "We will be examining our experience with this White Paper very carefully to see how we can do better next time." The White Paper had caused concerns among some Singaporeans when it was initially presented. At the centre of it is the projected population figure of 6.9 million by 2030. But that doesn't mean he doesn't experience a fair share of trauma cases coming into the ED. A timely example: the Behind the Badge filming took place the day after the shooting at Clackamas Town Center. That day, David and his team got word to prepare for 15 or more victims. Fortunately, as a level 1 trauma center, OHSU is ready for such events. Not every shift brings this much excitement, but David's philosophy is to make a personal connection with each patient, no matter what brings them into the ED. He's calm under pressure, has a good sense of humor and, when he's in the charge nurse role, is a natural leader to the seven to 12 nurses on shift at any one time. This is the 911 tape recording of the emergency call to 911 placed by a nurse at the Glenwood Gardens nursing home facility in Bakersfield, California. A resident named Lorraine Bayless, 87, had collapsed and desperately needed CPR, which it is said might have saved her life. Instead of assisting the patient, the on-duty nurse called 911. The 911 dispatcher, dispatcher Tracey Halvorson asked her to administer CPR, but she refused. The nurse also is caught on the 911 tape refusing to hand the phone to anyone else. On the tape the nurse speaks rather slowly, and does not reflect the urgency of the situation or the urgent please of the 911 operator. The patient later was declared to have passe d away at Mercy Southwest Hospital. Jeffrey Toomer, a spokesman for Glenwood Gardens was quoted in a news article as saying the nurse followed policy because the facility was an independent living facility not an assisted living facility.
