Rick has been with the Liquor Control Board since 1997 and also serves as the Board's Legislative and Tribal Liaison. Prior to joining the Liquor Control Board, Rick served 13 years as a staff member for the Washington State Legislature, including five years with the Washington State Senate and eight years with the state House. His legislative assignments included Policy Analyst in the state Senate, House of Representatives Staff Director, and adviser to House and Senate leadership.nn- Alan Rathbun, WSLCB Licensing and Regulation Director, WA Liquor Control Board. Alan's Licensing Division will be responsible for the processing and issuance of marijuana producer, processor and retail licenses. Alan has over 30 years of experience as a regulator with the state.nn- Becky Smith, Marijuana Licensing and Regulation Manager, Liquor Control Board. Becky joined the Liquor Control Board in April as the Marijuana Licensing and Regulation Manager. She had spent the past 23 years working for the Department of Social and Health Services, Children's Administration (CA). Becky has experience in leading change for a large organization while implementing new initiatives. She is experienced in addressing issues of consistency across the State, leading implementation of significant reform efforts, and demonstrating a positive track record for change.nn- David Galazin, Assistant City Attorney, Kent. David focuses primarily on land use and planning as well as taxation. A graduate of the William S. Richardson School of Law at the University of Hawai'i at Mānoa with an Environmental Law Certificate, and currently working towards an LL.M. in the Tax Program at the University of Washington, he worked as a Deputy Corporation Counsel for the County of Maui for 4 years before coming to Kent. He has handled a number of local regulatory issues, such as implementation of a new businesses and occupation tax and a prohibition on the use of plastic bags, and he also drafted and successfully defended Kent's ordinance regulating medical cannabis collective gardens. He currently advises the city on matters pertaining to the implementation of I-502.nn- Phil Olbrechts, Olbrechts and Associates, PLLC. Phil serves as hearing examiner for eight jurisdictions, alternate examiner for two jurisdictions and city attorney for three others. He publishes numerous articles on land use law and is the last editor of the "Short Course on Local Planning", published by the Washington State Department of Commerce. He has taught several land use courses at the University of Washington College of Architecture and Urban Planning and has made hundreds of presentations on land use law throughout the state. He is an honors graduate of the Seattle University Law School and former equity partner at Ogden Murphy Wallace, PLLC, where he also served on their executive board.nn- Brennon Staley, Senior Urban Planner, Seattle Department of Planning and Development. Brennon is responsible for land use policy relating to marijuana as well as a variety of other areas including infrastructure coordination, zoning incentives, environmentally critical areas, trees, and neighborhood planning.
