Gwadar Port is located at the apex of the Arabian Sea and at the mouth of the Persian Gulf, approximately 460 km (290 mi) west of Karachi, 75 km (47 mi) east of Pakistan's border with Iran and 380 km (240 mi) km northeast of the nearest point in Oman across the Arabian Sea. It is situated on the eastern bay of a natural hammerhead-shaped Peninsula protruding into the Arabian Sea from the coastline. Gwadar Port is situated near the strategic Strait of Hormuz and its busy trading and oil shipping lanes. The surrounding region is home to around two-thirds of the world's oil reserves. Under the contract, the port which will remain the property of Pakistan will be operated by the state-run Chinese firm — China Overseas Port Holding Company (COPHC). Earlier, the contract was given to the Port of Singapore Authority (PSA). The contract signing ceremony held in the Presidency was attended by President Asif Ali Zardari, Chinese Ambassador Liu Jian, some federal ministers, members of parliament and senior government officials. "The ceremony was actually held to mark the transfer of the concession agreement from the PSA (Port of Singapore Authority) to the COPHC," said the president's spokesman Farhatullah Babar. The PSA is reported to have abandoned the project on the plea that Pakistan failed to meet obligations under the 40-year port-handling agreement signed in Feb 2007. Media reports allege that the PSA, which was to spend $525 million on the project in five years, made no investment because of non-fulfilment of its demand for allotment of land worth Rs15bn. Last year, the Supreme Court issued a stay order on the Gwadar Port contract, barring the PSA from transferring immovable property of the Gwadar Port Authority to a private party and allowed the Balochistan government to become a party to the case. In Dec 2010, China had offered the provincial government to construct 20 more berths and make the port fully operational if the port was handed over to it. The pact signed in Islamabad will help Beijing strengthen its military and business potential, while Balochistan province of Pakistan will face further hardships, both financially and politically. On February 18th the Pakistani government transferred the management of its deep-sea Gwadar port to a Chinese state-owned company. This raised concerns with India's Defense Minister that the Chinese regime was developing a military presence in the area. China's ambassador to Pakistan dismissed this, insisting the move was only for economic purposes. But India's concern highlights China's growing influence in the area, and fear that China could be trying to counter western influences. China's presence in this region has caused strong vigilance in India. Western countries will continue to observe China's strategic intent." Pakistan borders India, and the Gwadar port is one of three deep-water ports on the Pakistani coastline. It's not operation yet, but once built, the port could make available to 20% of the world's oil. China provided around $200 million, or three quarters, of the initial investment to build the port but management of it was given to the Port of Singapore Authority. The Singaporean management failed to develop it according to plan and it has lain dormant since last November.
